The Ecclesiastical Office of the Apostolic Overseer comprises the Office of the Apostolic Overseer and the Apostolic Secretariat that support the work of the Apostolic Overseer and the Apostolic Branch.

The Office of the Apostolic Overseer is the Constitutional office afforded to the Bishop of the Spiritual Baptist Church Diocese of Toronto who is the head of the Convocation of Bishops, the High Priest of the Temple of Mount Zion, and the Chief Pastor of the Church. By virtue of his office, he possesses supreme, full, immediate, and universal ordinary power in the Church, which he is always able to exercise freely. The Apostolic Overseer is assisted by a dedicated staff including: the Guardians of the Apostolic See; a Principal Secretary, the Apostolic Secretariat of the Apostolic See; and executive and administrative assistants.

It is the Canonical duty of the Apostolic Overseer, as the head of the Convocation of Bishops and as such exercises the full unfettered Ecclesiastical Authority of the Church in any setting whereby such authority is required or demonstrated when present or represented, to propagate the Doctrine and Teachings of the Church, in all jurisdictions.

The Apostolic Overseer is further assisted by the Apostolic Secretariat, the ecclesiastical departments responsible for the management and advancement of Apostolic Mandates. 

The Office of the Guardians of the Apostolic See

The Office of the Guardians of the Apostolic See is comprised of four bishops of this Church whose duty and responsibility is to accompany the Apostolic Overseer at all times and circumstances in performance of his official duties. The Guardians of the Apostolic See is chosen and appointed by the Apostolic Overseer, and serves at his pleasurer. The identities of the Guardians of the Apostolic See are kept confidential.

The Apostolic Secretariat

The administration of the Apostolic Overseer's Ecclesiastical Authority over all ecclesiastical matters of the Church is vested in the Apostolic Secretariat. Each department receives an Apostolic Mandate for its establishment and effectiveness and is overseen by an archbishop appointed by the Apostolic Overseer.

 

An Apostolic Secretary once appointed shall be consecrated an Episcopal Elder of the Church and become enjoined with the Apostolic Realm. Furthermore, each ecclesiastical department is afforded an annual budget to fulfil their Apostolic Mandate. Herein are the mandated ecclesiastical departments of the Apostolic Secretariat.

The Apostolic Secretariat for Church Governance

Ecclesiastical Head: The Apostolic Secretary of Canon and Secular Law

The Apostolic Secretariat for Church Governance is the Apostolic Branch ecclesiastical department responsible for: the review of Church Policy over all jurisdictions; preparation of proposed legislation; interpretation of Canonical Law; the Church adherence to secular law throughout all jurisdictions; and advising the Apostolic Overseer in all matters within its purview. The Apostolic Secretariat for Church Governance carries out its duties in close coordination with the Congress of Delegates. 

The Apostolic Secretariat of Ecumenical Relations

The Apostolic Secretariat of Ecumenical Relations has oversight and management of relations between this Church and other Christian denominations and organizations wherein the Church has membership or shared values that advances the teachings of Jesus Christ. The Apostolic Secretariat of Ecumenical Relations appoints ambassadors, ordinarily bishops, to Christian organizations to represent this Church's Doctrine and Teachings, while it seeks dialogue and cooperation with leaders of Christian denominations.

The Apostolic Secretariat of Interreligious and Secular Affairs

The Apostolic Secretariat of Interreligious and Secular Affairs have oversight of all Non-Christian organizations wherein the Church has membership and jurisdictional appointments. The Apostolic Secretariat of Interreligious and Secular Affairs is responsible for defending, promoting and facilitating dialogue with other religious denominations, multinational organizations, and governments in all jurisdictions where this Church is present. The Apostolic Secretariat of Interreligious and Secular Affairs is further mandated to establish relationships with national and international organizations that may, directly or indirectly, infringe on the Church’s ability to freely exercise its Doctrine and Teachings.

The Apostolic Secretariat for the Apostolic Area of Temple Place

The Apostolic Secretariat for the Apostolic Area of Temple Place has oversight and managerial authority for the development, construction, and property management of the Apostolic Area of Temple Place. Upon completion of the development and construction phases, The Apostolic Secretariat for the Apostolic Area of Temple Place shall assume management of the property including lands, buildings, procurement, The Temple Place Guards, and property management.

The Apostolic Secretariat of Religious and Secular Education

The Apostolic Secretariat of Religious and Secular Education have an oversight of The Pillar of Truth Bible College and the The Spiritual Baptist Apostolic Seminary located in the Spiritual Baptist Church Diocese of Toronto and the Apostolic Area of Temple Place, respectively. The Apostolic Secretariat of Religious and Secular Education is further mandated to apply for the Pillar of Truth Bible College to be recognize as an accredited university in the Province of Ontario, Canada.

 

Furthermore, The Apostolic Secretariat of Religious and Secular Education is mandated to oversee the preparation of the curriculum for all educational institutions, develop or acquire properties, establish academic facilities, and hire faculty and administration staff for the seminaries, universities, colleges, and preparatory institutions throughout the Church.

The Apostolic Secretariat of the Apostolic See

The Apostolic Secretariat of the Apostolic See has oversight of the entirety of the administrative functions within the Ecclesiastical Office of the Apostolic Overseer, The Spiritual Baptist Church Diocese of Toronto (also known as the Apostolic See), and The Spiritual Baptist Church Archdiocese of Ontario.  

 

The Apostolic Secretariat of the Apostolic See serves as the Principal Secretary to the Apostolic Overseer with responsibilities for staffing, episcopal appointments, travel and audience schedules, Church events, and other requests that require His Holy Eminence’s presence and approval.

 

The Apostolic Secretariat of the Apostolic See is the official custodian of the Apostolic Seal.

The Apostolic Secretariat of the Apostolic Coventry

The Apostolic Secretariat of the Apostolic Coventry oversees the administration of the Apostolic Coventry, including the Apostolic Coventry Episcopal Trust, the Apostolic Coventry Episcopal Fund, and the Apostolic Coventry Missionary Fund, with authority over the financial and budgetary management of the Ecclesiastical Office of the Apostolic Overseer, the Apostolic See, the Convocation of Bishops, and the Apostolic Area of Temple Place.

The Apostolic Secretariat of the Ecumenical Council

The Apostolic Secretariat of the Ecumenical Council serves as the permanent secretary and office of the Ecumenical Council. The Apostolic Secretariat of the Ecumenical Council is responsible for communicating the directives of the Apostolic Overseer when convening the Ecumenical Council including: Preparation and Dissemination of Official Notices; Formation of the Official Agenda, including session type, dates, and location; Arrangement of the Apostolic Overseer’s Itinerary, including travel and accommodations; and to Secure, Plan, and Organize the Preferred Venue for each session of the Ecumenical Council.

The Apostolic Secretariat of the Ex-Officio President

The Apostolic Secretariat of the Ex-Officio President manages the Apostolic Overseer attendance, directive, and functions pursuant to Canonical Law on all Standing Commissions and Joint Standing Committees approved by the General Assembly of the Spiritual Baptist Church of Canada and the Apostolic See.

 

The Apostolic Secretariat of the Ex-Officio President serves as intermediary between the Office of the Apostolic Overseer and the Standing Commissions and Joint Standing Committees of the General Assembly of the Spiritual Baptist Church of Canada, the Archdiocesan Church Council of the Spiritual Baptist Church Archdiocese of Ontario, the Diocesan Executive Committee of Spiritual Baptist Church Diocese of Toronto, and the Board of Cathedral Church Elders of the SBC Diocese of Toronto Cathedral Church Corporation, collectively the Ex-Officio President.

The Apostolic Secretariat of the Apostolic Branch Treasury

The Apostolic Secretariat of the Apostolic Branch Treasury is responsible for the financial management and reporting of the Apostolic Branch including the preparation of financial reports, approval of episcopal budgets, and supervision of donations, endowments, and gifts pledged to the Apostolic Branch and Apostolic Coventry.

 

In accordance with the Apostolic Mandate issued from time-to-time by the Apostolic Overseer, The Apostolic Secretariat of the Apostolic Branch Treasury disburse, allocate, and engage with recipients of Apostolic Mandated funds to ensure compliance with the same and reports directly to the Apostolic Overseer.

The Apostolic Secretariat of the Apostolic Realm

The Apostolic Secretariat of the Apostolic Realm serves as the administrative office for all matters concerning the functioning, continuance, and effectiveness of the Apostolic Realm. In addition to its responsibilities to organize sessions at the request of the Apostolic Overseer.

 

The Apostolic Secretariat of the Apostolic Realm disseminate, communicate, and facilitate the implementation of the Apostolic Mandate with the Episcopal Elders. Furthermore, The Apostolic Secretariat of the Apostolic Realm organizes and facilitates forums and retreats for spiritual, canonical, and  leadership enlightenment.

 

The Apostolic Secretariat of the Apostolic Realm provides advice and participates in the selection of Episcopal Elders for the Apostolic Overseer’s approval.

The Apostolic Secretariat of Apostolic Branch Communications

The Apostolic Secretariat of the Apostolic Branch Communications serves as the official spokesperson for the Apostolic Branch including the Office of the Apostolic Overseer, the Convocation of Bishops, the Apostolic Secretariat, the Apostolic Realm, and the Ecumenical Council. The Apostolic Secretariat of the Apostolic Branch Communications achieves its mandate through official press releases, social media postings, updates on all Church-owned websites, press conferences, and interviews with secular media outlets and news sources.
